French Valley Energy Center Power Plant Hearing Presentation 11/12/09

Re: French Valley Energy Partners proposed French Valley Energy Center (French Valley Power Plant)

Finally, after much delay and a busy holiday season with work and family, I have posted the Power Point presentation in web-readable format.

The hearing presentation as presented to:

AIRPORT LAND USE COMMISSION
RIVERSIDE COUNTY
NOVEMBER 12, 2009

Troy delivered an excellent, compelling and factual presentation and several others, including experienced pilots and those with experience in the risk management field added their arguments before the commission. The members attention and focus of the commission appeared to be receptive to and interested in the new information presented that you can view in the presentation.

French Valley Power Plant “Reasons” A Scam? – Edison Worker Puts In His 100 Watts

Local Edison Worker Says, “This deserves a re-post: Work for edison as transmission lineman. let me give you the reality of this edison has invested billions in upgrading our power so we don’t have blackouts like stupid LA. known as DWP boy what don’t they don’t have trouble with it’s either power or water. you know you see it on the news all the time.so these people are a joke!!!!! all power lines are going to be going to from single to double circuit and we are bringing in 500kv lines from the desert and updating city lines. the funny thing is there is a power plant in hemet. so this is all bull shit there is plenty of desert and space away from homes. so there is a time a place where to put these peakers. this doesn’t fix things it’s alot bigger then this. when your neighborhood lights go out at night it’s because lines around homes need to be updated. and peakers have nothing to do with this it’s a hoax.”

French Valley Power Plant | Resistance Strategy Points

What has become obvious is that the likelihood of anyone in the County of Riverside listening to and acting on complaints of the community about the proposed French Valley power plant to be located adjacent to the French Valley Airport in Murrieta, is this: the county will proceed with approval if possible, because the power plant will generate revenues for the county. If the property is sold for 3.8 Million then the property tax can be assessed on that price rather than the price of 1.7 million paid by the investor. If the power plant sells power to the grid, the county can tax it. If the property is developed for this use, the county can assess fees. If the power plant consumes natural gas, the county can tax it. Why on earth would Riverside County not approve a power plant in our back yard?

Points to consider:

  1. I know little about zoning and use permits and regulations but I learned that the Airport is operated mostly on federal funding based on the condition that it remains a general use airport with accessibility to the entire community. This is why you can see aircraft of all varieties from vintage WWII to private jets using the airport. If the power plant is constructed, the airport could become too dangerous for a large percentage of private aircraft because the plumes from the power plant produce high temperature, low oxygen gases. This combination would cause a stall from overheating of engines and deprivation of enough oxygen to continue to burn fuel.
    - Case study that will be presented to the county: In 1989, a helicopter crashed after encountering a plume from a power plant it was filming. All persons on board survived but this is indicative to the risk of plumes near airports. The trend toward building peaker plants near airports is relatively new because this land is often the least expensive open space that still has required utilities like water and gas to operate the plant.
  2. Balloons in Temecula Valley: everyone knows that balloons are always subject to whatever wind may occur. Conditions can change rapidly, forcing the balloon to put down so it isn’t carried off. What would the risk be of a balloon passing over an operating peaker plant? How hot are the gases at 500 or 200 feet? 500 degrees? 300?
  3. Permissible use and knowledge of the county of expansion plans: The county can approve a facility that operates under 50MW. The power plant comes in at a convenient 49.7 or so MW, but the proposed plan has already cited a “Phase 2″ that would add 6 more units to create a 500MW capacity. The county may be in violation of state regulations simply by the act of approving the first unit.

More to follow…

Where Is Our Vote? Stop The French Valley Power Plant

We need to let officials know that a voting population here is going to resist. It’s a corporate Home Invasion as far as I’m concerned. They invade our homes and community with this for-profit interest that gives us absolutely no benefit and the people who live here can lose (more) value and worth from their community and homes- so what? It’s like they’re robbing us en masse!

Some Cities Zone The Power Plants Out, Why Not Murrieta or Riverside County?

Stop The Murrieta Power Plant Why isn’t our city or county taking steps like this for us?http://www.venturacountystar.com/news/2009/feb/21/oxnard-affirms-opposition-to-plant/

Oxnard affirms opposition to plant : Oxnard : Ventura County Star

Preparing itself for a showdown with Southern California Edison over the proposed construction of a 45-megawatt natural-gas-powered peaker plant at Mandalay Beach, officials in Oxnard have amended the city’s zoning rules to more clearly prohibit such “non-coastal dependent” uses.

Murrieta Power Plant in French Valley – 5 Whole Jobs!

Well, part time anyway:

Only 5 Jobs! I just spoke to Troy about some of the facts relating to the proposed French Valley power plant and how many jobs it will create. The opening phase will only create 5 jobs and not necessarily full time jobs. These are to be qualified, on-call power plant operators. The plant virtually runs itself on demand.

There will possibly be some short term construction jobs. Is that worth it?

Of course, once phase two completes, there will be not 5, but 35 operator jobs! Get your certification now!

French Valley Power Plant in Murrieta – How Much Power Do We Need?

Stop The Murrieta Power Plant

By the way, Edison is only buying 240MW out of an available 800MW from the Romoland base plant for delivery to our area. Does it sound like we need a plant here? Additionally, a new 500MW unit is underway at Romoland as well. Phase two plans are in the wings for 2013. What’s phase two? More units to be added once their foot is in the door. Remember the original 360MW plan? That’s over 7 times the earnings!

Murrieta Power Plant | What If I Pollute Your Air To Make Money?

That’s what planners of a proposed power plant right here in the French Valley area of Murrieta will do if they aren’t stopped.

You can do something to stop the Murrieta power plant from happening.

From the website http://frenchvalleyconcernedcitizens.com/

  • Keep the zoning light Industrial, we already have a Heavy Industrial area 12 miles north in Romoland with a power plant.

  • The property is in airport safety zones B-2 and D which makes the physical construction, and thermal plume turbulence of 750 degrees and 1,084 ft per minute a flight hazard.

  • Emissions include nitrogen oxides, carbon dioxide, sulfur dioxide, methane, and mercury compounds exhausted into the air.

  • Industrial polluting, foul odors, noise pollution, incompatible development to the area, residences and schools in the plume path, and the potential for accidents makes this a terrible location for a power plant.

  • Home values will decrease as French Valley will be a less desirable place to raise a family.

Our very own Neighborhood Murrieta Power Plant? Really? No!!

Our very own Neighborhood Murrieta Power Plant?

Investment group French Valley Energy Partners, LLC (how duplicitous! They’re not my partners!) wants to build a power plant right here in our neighborhood.

The proposed site is adjacent to our muni airport.

As far as I know this area is zoned residential and light commercial.

Guess what? You can’t build a full scale plant so they’re starting with a phase one- 49 Megawatts- That’s just barely under the radar to keep approval to the county level onl- avoiding more stringent state approval. Their plan is to add more units later once they have a toehold.

Here’s the setup:

I’m hardly qualified to write about this from a technical standpoint but I know I don’t want this thing down the street from my home.

How about you?
